Even if we would all agree that a hands on exam is better, how realistic
is it to make that work all over the world? I mean, a form based exam
can be done litterally everywhere on earth. For hands on, you need some
infrastructure, someone to maintain and so on; it would be far more
expensive to do. So is this really the way we want to go, even *if* we
would agree that it is a better way of testing?

I agree with this and also that we should concentrate on the Tasks and Objectives.
 
However, here is an interesting managed VM environment ;)
http://linuxzoo.net/  - this launches a personal virtual Linux machine through the web interface each time you log in and saves the changes in a profile. One could even have a 'rpmzoo' and a 'debianzoo' and make sure people know how to do taskA, say, with both! ...

I can see how this 'hands-on' debate may eventually change Level 3. With the rapid changes in technologies and implementations, it may become easier to 'recheck' existing Level 3 knowledge with a series of ad hoc tasks ... this should also give the candidates a better sense of community ... I don't know!

I can see a lot of problems to tackle with this and I suggest we stick to Tasks/Objectives and Exam Items ...
