I'm sorry, but where did you get the idea that it's an all-or-nothing cert?

In fact, there used to be an image up on the LPI site which demonstrated
that.  I can only find the japanese version right now, though (probably for
the best, too):

Please recognize that this idea was proposed 6+ years ago, though.  I agree
that something more coherent than that has to be create for LPIC-3.
