To a large extent, I'm certain that it was just a matter of picking what solution would provide the exams to the largest geographic area. At that meant, computer-based testing. You are touching on an important issue, though. And that's the perception of the community. If computer based testing is better and people have the perception that it is inferior, should we do hands on testing anyway? Or does it mean that we haven't done enough to explain why computer based testing is as good or better than hands on testing. If they're roughly equal in assestment ability, should we change (if possible) just because everyone perceives hands-on testing to be better? And what if doing so, makes the exams 5 times more expensive? What is computer based is inferior (but still good enough)...? I do know that there are few organizations out there trying to convince people of the value of psychometrics. However, there was one created to expound the virtues of hands on testing. Can anyone say Performance Testing Council? Take a look at the whois record. Particularly, the creation date and the registrant name ;) It definitely seemed to be created as part of a marketing campaign to convince people of the superority of one methodology. That said, please don't think that I'm defending one methodology over the other.
