Burning is a generic, vague term for loading the data onto the chip somehow. EPROM and EEPROM are different semiconductor technologies. EPROMs require a higher voltage than normal to program and can only be erased by UV light. You can tell an EPROM by the quartz window on the top of the chip, unless it's one of those one time programmables in epoxy cases. EEPROMs are electrically erasble with normal voltages and can be reprogrammed in situ.
