Don't know if you need to activate the rom socket...?
Else try playing with the int18 / int19 / nodelayedint option
settings.

This looks like some 3COM stuff, doesn't it? Are you sure you flashed
etherboot successfully (e.g. can you retrieve it from rom and compare
to the file from rom-o-matic?)

Buy a cheap RTL8139 board :-)
