In this case the telnet being used is the telnet client not server  doh

And they are using it to simulate an smtp connection to port 25 on the server.

Standard telnet runs on port 23 but u can use telnet (client) to
connect to any other port for troubleshooting purposes.

apart from that, i cannot connect to you from the outside world. i telnet
fine, but get kicked out almost immediately and when it holds i get
'connection timed out'

either your NAT is not working as it should, or your mail server does not
accept connections from the outside world.

sift your log files for the errors that it records, those will help you. and
of course, give the information that is requested, right now we are trying
to solve something that we have no clue about....
