DOCX is technically open. Technically. However, given Microsoft's "embrace,
extend, extinguish" tactics, they've already started reading and writing
DOCX documents out-of-spec, thus making the format unreliable for usage by
any software other than Microsoft's own.

Basically, if it says Microsoft on the can, it's bad for FLOSS philosophy,
no matter what hype-words they're trying to assign it this time.

If one truly wants to distribute a portable document, you're better off
using PDF. However, make sure to not use Adobe LiveCycle for making the
PDF; recently, it has started embedding some kind of scripting bullcrap in
their output, rendering PDFs which incorporate certain form elements
non-readable to any reader save for Adobe's own.

Format wars are just like any other war. No one really wins, but the common
man loses the most.
