Some 5 years ago, I advocated for sim card registration with bio data,
I didn't stop there, I also advocated for CCTV in several public places,
where thefts of laptops from cars, and other valuables is very rampant

Of course some people might want to hood wink these noble efforts, with
their privacy concerns.
If you don't want to register for a sim card, you can use a public
telephone, or call booth (token or whatever). You don't even have to use a
phone, you can send a letter thru Post Office.

The days of hoodlums using mobile phones, to cheat innocent Ugandans are
numbered
My only concern is if these big projects (seeming simple to implement),
will not become white elephants

The terrorists who killed innocent World Cup revellers, disposed their sim
cards, while coordinating their devious acts. Sim card registration will
ensure these rascals, don't go unpunished. You can live in Utopia, and
claim to be a libertarian, but honestly, the reality is Big Brother is here
to stay,
