Thanks for sharing this important information. To me, the FAQ document is 
generally inclusive, however, it did not make good consideration for 
(potential) users of Satellite handsets - Thurayya, who could take advantage of 
the omission to do just what the law is attempting to contain. You'll agree 
with me that serious ICT criminals are not that much financially constrained... 
It also probably did not receive input from RCS on options to regulate 
inappropriate use of VHF Radios.

In all, it's a good start but a really expensive venture. If it works 
successfully, it could provide a firm foundation for documenting and tracking 
servers to locate anonymous email users - and possibly monitor discussions on 
'controversial' issues via renowned social media outlets.
