Good thing my current service providers have roaming 
agreements with at least MTN, Zain and UTL in Uganda :-).

But what you say is absolutely something to think about. Not 
everybody wants to roam (it's simply too complicated, 
despite all the advances in technology), but they also don't 
want to feel like they're getting married in court when all 
they want is to send a message back saying, "I arrived 
safely".
