Ah yes, I missed the first one.

I could be optimistic, but this is an overly complex 
exercise that looks easy on paper, but will be very 
difficult to implement.

Immigration officers are supposed to be the experts at 
directing passengers to use fingerprint machines. The length 
of queues I see at border posts due to this "improvement in 
efficiency" is the cause for many a delay. What more for SIM 
card registrations, let alone the fact that machines fail, 
need power, need to be serviced, have a learning curve (both 
for operator and customer), have kinks, e.t.c. 

But then again, perhaps I'm being overly optimistic in 
thinking that the government will see this as an unnecessary 
hindrance, which merely serves as a catalyst to more 
ingenius solutions on how to get around the problem.

On the privacy side of things - well, one may argue that the 
use of passports already means information about us is 
sitting in some computer somewhere, waiting to be accessed 
or shared around the government ladder. But I could be 
wrong. This looks like an excuse for some contract to be 
given out so some wealthy schmuck so he can make even more 
money on something which has a very high potential to fail 
collosally, under some mis-informed internal memo that says, 
"This way, we know how many people can actually vote, but 
choose not to".

But, perhaps I'm being overly optimistic that there is some 
sense in the government, and it's not just full of 
idealistic types that think there is no one around to read 
through this pile.
