Your point of consideration of using registration data at Financial
cards is valid although we still have a problem of consolidating work
from project x into project y as a country. Although it would reduce the
on the work, by using that data, not all people having mobile phones
have financial cards making that data non inclusive, but still we should
not loose it totally!

I am not sure why finger printing and photographs are required for SIM
registration. It was certainly not required when I registered my
SafariCom number!!!

if you have a financial card (thanks to CRB requirements) they have your
finger prints, pictures, passport number, drivers license number, mobile
phone numbers and more... they could extrapolate already existing
information to make the registration process easier.

What happens to UTL landline owners? I see this is SIM card registration
only!

        I'm not sure whether I am misunderstanding you or if it is the
        other way around. I find the very idea of mandatory SIM
        registration repulsive. The ability to discuss anything and
        everything without risking harassment and persecution is a
        cornerstone of the Internet, and of any developed society in
        general.
        
        Besides, any attempts to impair Internet freedom usually ends up
        being little more than a minor annoyance to any real "ICT
        criminals", to be circumvented with ease. The only ones who will
        suffer from the impairment are ordinary people.
