I am not sure why finger printing and photographs are required for SIM registration. It was certainly not required when I registered my SafariCom number!!!
if you have a financial card (thanks to CRB requirements) they have your finger prints, pictures, passport number, drivers license number, mobile phone numbers and more... they could extrapolate already existing information to make the registration process easier. What happens to UTL landline owners?
