I know, it is not the sollution ... but it is possible
After the first try, there is a lyx-file left.
Open this file with lyx1.2.2, then save it.
Now you are able to open the saved with lyx1.3.
So reLyX creates a valid lyx-file for the 1.2-version,
but lyx2lyx is not able to handle it.
