Start with the basics.

Unplug the external third party peripherals you don't absolutely need.   
You mentioned iMic, sound sticks, and the Kensington Turbo Mouse. Your  
kensington hub is probably not a source of a problem from a  
compatibility standpoint.  I just hope yours is functioning correctly.   
If it did under OS 9, you should be OK.

Boot from your OS X CD and run Disk Utility to verify your hard disk.  
Also, repair disk permissions while in Disk Utility.  You may want to  
try fsck -y booting into single user mode.  Avoid Nortons unless your  
running 7.0.3.  Even then, Nortons  has not been deemed a good working  
product under OS X.  Symantec is still trying to fix their problems  
ever since releasing version 7.

Two easy issues are IE and your restart and shutdown commands. IE  
preferences are set within IE but also need to agree with the settings  
within your Internet System Preferences.  Your dialog boxes that pop up  
upon restart or shutdown can be bypassed by holding down the Option key.

Get one thing working correctly at a time and make sure you have the  
latest drivers for your turbo mouse and iMic.

I am also not sure whether there were any sound issues created by  
10.2.3.  Maybe someone else recollects.
