Suzanne:

VOIP means Voice Over Internet Protocol, meaning your daughter is using 
Skype or another technology to make phone calls using the internet.

I've been told by all the companies that an active phone line is 
required for DSL, but about a year ago I forgot to pay my phone bill for 
a few months and it was cut off, but the DSL continued to work.
