1. Since you haven't said what the machine is, I have to guess it is a mill and the config is the same as you attached a while back for the xhc pendant.
In which case your min and max limits are back to front for a mill Z axis.
You also need to touch off after homing to get things to run correctly.

3. You cannot run without homing, but you can home to wherever the axes happen to be, without any movement.
Just set each axis to HOME_SEARCH_VEL = 0 / HOME_LATCH_VEL = 0 / HOME_SEQUENCE = 0 and press [Home All]
(this is how your config is set up anyway)

I have a smallish mill without home switches, which I move to datum marks and home this way
