What makes you call the decision purely arbitrary?  You have absolutely no
information about how the decisions have been made about what features to
support in each version of IE.  It is a matter of resource allocation.  If
we had implemented that feature, there would be another feature that exists
in IE today that would otherwise not have been implemented.
