Hello,
Here's something rather strange that I found about reading PDF files.
In many instances, I can get the PDF to read if I use Open With and select 
Safari.
What's strange is that many times when on a web page where a pdf file is 
brought up, it will not read the file. But when I open the file from my local 
machine, it usually works.
Just interact and read. Remember that this isn't a way to use table of contents 
or the like, just reading a pile of text.
But after you interact, you can use VO Shift PageDown or PageUp to read in 
paragraph units.
