I’ll paste in some instructions I posted back in Mavericks time. Still
work as far as I’m aware.
1. Go into Mail Prefs and select the Viewing pane.
2. Check to change to Classic View.
3. Close Mail Prefs.
4. Navigate to the Horizontal Splitter after the Messages Table.
5. Press VO-cmd-f5 to make sure the mouse is focused on the Splitter.
6. Press down on the Trackpad then drag downwards to the bottom of the
physical Trackpad.
You will know that it worked because the splitter will no longer be
right after the Messages Table, it will be the last item at the bottom
of the window.
7. Change back into Modern View in the Mail Prefs by unchecking the
box.
8. Close the Mail Prefs.
You will know that the Preview Pane is closed/hidden/disabled by
navigating around the Mail window and you will note a Vertical Splitter
before and after the Messages Column Group.
If it’s not sticking for you, try quitting Mail after getting rid of the
Preview Pane in Classic view. Once you re-open Mail, you can change
back to the Modern View and the change should stick. At least it has
for me numerous times.

No, QuickNav should not be part of the picture. The VO-j method, of
course, is only usable when the Preview Pane is active. As long as the
VO-j action automatically interacts with the Message Content area, it
should still work for you. Should is my favourite word in computer-land
though.

I believe what is happening here is primarily related to iMap mail
accounts
not loading messages as fast as they should. I have three main accounts
along with a few seldom used others. Of the three main accounts, one is
an
iCloud iMap, one a POP, and one a Google Apps gMail iMap account. In
testing, if I press return on a message in either of the iMap accounts,
sometimes the message does not load up as quick as it used to. Closing
it
then pressing return a second time brings it up faster and the arrow
line by
line then works. In my one POP account, I do the same and the message
is
readable line by line right away first time. As mentioned by a few
previous
posters, interacting with the message area will consequently allow for
the
arrow line by line navigation. I really hadn't noticed this problem
myself
as I normally just press return on the message then let VO read it to me
and
close it when I've heard enough or just move on to the next one in the
conversation. So, both the VO-j method and mine would not have noticed
this
issue specifically, even though it does exist.
