I believe what is happening here is primarily related to iMap mail accounts not 
loading messages as fast as they should.  I have three main accounts along with 
a few seldom used others.  Of the three main accounts, one is an iCloud iMap, 
one a POP, and one a Google Apps gMail iMap account.  In testing, if I press 
return on a message in either of the iMap accounts, sometimes the message does 
not load up as quick as it used to.  Closing it then pressing return a second 
time brings it up faster and the arrow line by line then works.  In my one POP 
account, I do the same and the message is readable line by line right away 
first time.  As mentioned by a few previous posters, interacting with the 
message area will consequently allow for the arrow line by line navigation.  I 
really hadn’t noticed this problem myself as I normally just press return on 
the message then let VO read it to me and close it when I’ve heard enough or 
just move on to the next one in the conversation.  So, both the VO-j method and 
mine would not have noticed this issue specifically, even though it does exist.
