Is this the same as Wifi Assist? If it is, I have that option.

By the way, on that same area in phone settings is "announce calls". I have it set to never but would like to know what it is as its apparently not the same as being notified when a call comes in which I do hear.

Go to settings, phone, and look for a WiFi calling option and try enabling it.
