Hi, No, WiFi Assist is used when you have a poor WiFi connection. If the WiFi connection is poor, then the iPhone will automatically switch over to LTE or whatever data you have to give you the fastest connection. Many people have turned it off as they found that the process was making their data levels go through the roof.
