Turns out not to be the Apple TV. iTunes 12.7 is not seeing my
content, none of it. Its all there but its not associating the content
with my library. I tested buy moving some home videos then copying back
to the Automatically Add folder. That works.

I have no experience of using the Apple TV but I do experience from time

devices. For example my Windows machine and my Mac.
Generally this gets resolves after time but it may take a day for the
machines to catch upwith each other. I have speculated that this slow
response may be a symptom of the Apple Servers struggling.
Maybe 24 hours will sort it.

Holding the option key while opening iTunes was my first step. Also
went into preferences to select the new location. The library is
available on the Mac but the ATV does not see it. Unplugged the box,
still not working.

iTunes to the new location from the old, I pressed the CMD key when
launching iTunes. This forced iTunes to ask me for a library location.
I pointed the location path to my external USB drive and I made sure it
took which it did. One important note to bear in mind. When setting up
your location you want to work it so that the path is exactly like what
you see below.
