I had done all that and as a last resort, I restored from a backup to start over and doing nothing different, it worked this time.

   I do not subscribe to either Apple Music or Match, not sure I need to.

Generally this gets resolves after time but it may take a day for the machines

     Holding the option key while opening iTunes was my first step. Also
went into preferences to select the new location. The library is

My own solution was a little different.  Rather than merely changing iTunes to 
the new location from the old, I pressed the CMD key when launching iTunes.  
This forced iTunes to ask me for a library location.  I pointed the location 
path to my external USB drive and I made sure it took which it did.  One 
important note to bear in mind.  When setting up your location you want to work 
it so that the path is exactly like what you see below.

   External Drive (equals the actual name of your external drive) sub folder 
path if any and finally, the actual folder named “iTunes”  To give you the path 
example I myself am using:

External Data/External Music/iTunes
