You do not need to press any buttons, first.
The method you described is the correct one if you only have one
credit card on file or if you wish to pay with the default card.
When the phone is in proximity of the terminal, it will automatically
wake-up and the process will begin, just as you described.
So, to be clear, on a non-iPhone 10 device,
1.
With the phone either unlocked or locked, place your registered finger
on the Touch-ID Homebutton of the phone.
2.
Now, simply move the phone close to the terminal containing the NFC
reader.
3.
Hold the phone near the reader until you receive hap tic feedback
indicating that the transaction has concluded successfully.
Depending upon the model and iOS version of your Apple device and the
model and software version of the NFC terminal, this process can take
as little as two seconds up to as much as 30 seconds to complete.
Personally, I always make certain that my phone is locked, before
beginning any transactions.

I never knew I had to double press the home button first. I just hold
my phone near the reader with my finger on the home button, and it
goes through, except for one time, I don't know what was wrong then. I
will try double pressing the home button first next time, to see if it
works even better.

Really, stepping through it like that makes it sound longer and harder
than it is. Double press the home button, hold the phone to the
reader, and rest a finger on the home button for Touch ID. The only
way it gets easier is if you're using an Apple Watch. I hope this
explains things some, and your next attempt goes more smoothly.
