Yes, exactly. I already have reset and restored and the problem was restored 
along with the settings. Alex's suggestion of resetting the settings and not 
restoring might solve the problem. My concern is if it doesn't for some reason 
solve the problem I will want all my settings back lol. I could re-add all my 
calendars and mail accounts, notification settings, do not disturb settings, 
ring tones and the like, but it seems pretty annoying. Worth it though if it 
solved the problem. But the main thing for now is VoiceOver… Though, now I 
think of it, can't I just activate VoiceOver through iTunes? Pretty sure I can. 
Hmm… maybe I'll give it a go…
