Regdomain 0 is used as "worldwide roaming", providing settings that should
be valid in most countries. Since only a few countries actually allow 4W
EIRP, I'm quite confident that's the reason why you see a TX power
limitation here. I guess that the right solution would be to use a card
with proper regdomain set in its EEPROM, but I'm not able to proof that at
this time.
