it is complicated issue, i personally have no problem with HAL
limitations, because i think it is most of the time better to use high
gain highly directional antennas and set txpower of the card to the lowest
possible - working ok - value . But, on the other side, in many cases the
whole idea of txpower limitation is wrong, law in most cases doesn't in
fact restrict txpower value of the card BUT the whole system "txpower" -
1W EIRP and blah blah. So, in many cases, setting txpower of the card to
higher values than it is allowed - by HAL - is perfectly legal , but it is
hard to say if these limitations are bug - atheros is maybe protecting end
users from breaking the law by using simple integrated antenna or some
small omni, so they set max txpower in HAL to value, where connecting that
type of antenna directly to the card will still be under overal limit.
But, that doesn't mean, that every try of setting txpower to higher level
is against law, in most countries this is not true. Man has to take care
only about overal output power of system, in most of the cases, but, as i
have said, far better is to use better antennas and lowloss cabless and
not to set txpower to max possible level, on the contrary, it is better to
set txpower as low as possible.
to the topic again -

when I insmod ath_pci.ko countrycode=300 the command runs successfully
without any error output but no wifi0 interface is created. So Im not able
to change the countrycode. Also I've tried the ar5k utility

dude, no error msg means no error msg in syslog, messages , debug etc. log
too ? because if wifiX device is not created, there is definitely some
error and most of the time it is related to HAL - HAL refuses the
countrycode/regdomain combination and your case looks like it refused it
to do so even before ya have used ar5k utility, so that original regdomain
of the card didn't match with countrycode 300 too - happens soooo often,
that vendors sell cards , which have regdomains incompatible with
countrycode of country where they sell them ... i have plenty of cards
like that
