But why can't you live the filter turned on all the time? Anyhow, if what you really want is "Apply the specified filter rule" command which would allow you to select a single filter rule from the list of all filters (not just those used by this folder) and then apply it, this would be trivial to do (you can try to do it for practice :-), but this seems a rather strange thing to do to me.
