The actual change is the CookHeaders.py diff at <http://bazaar.launchpad.net/~mailman-coders/mailman/2.1/revision/1476>, but there are other changes in CookHeaders.py and other modules since 2.1.17 that impact this as well so you can't just apply that patch. In fact, the stuff that's being changed isn't even there in 2.1.17. It's very convoluted and fragile and touches things like new list settings as well, and I don't know how it plays with cPanel's mods. It would almost turn into a full upgrade to 2.1.18.
