I gave up reporting Gmail spam many years ago now, but when the Google Groups spam started becoming a problem for me, I made an effort at reporting them, but unsurprisingly, this accomplished nothing.  Google doesn't care, they don't have to.  (tipping my cap to Lilly Tomlin's Ernestine)

I then moved on to trying to find out if they could be blocked wholesale (yes, easily) and if my users would care.  It seems blocking Google Groups is not uncommon, and thankfully, my users have not cared.  I suspect the ratio of legit mail to spam/scam mail coming out of Google Groups is quite low.
