there are many more than two forces. for example, outside of the distinction you draw, are forces acting to improve their operating conditions (like getting home in time for dinner or not getting paged on the weekend or trying to ensure their company's future competitiveness) whose resulting impact is perceived by many other actors with the same goal ("improve their operating conditions") consider to be harmful.

all of these actors might be "trying to make things work" but be taking a naive or ignorant or provincial or subjective view of both "things" and "work".

none of these actors might think of themselves as miscreants or even be thinking in terms of the public good.
