MI Converting to regions

Here is my problem,   I have the coastline and regional boundaries of Scotland as Polyline data. I want to convert them into regions, so I have regions for the regions! Everytime I select all, and convert the data, it does its usual, and goes mental, putting the boundaries into the sea!
