MapInfo does not understand topology. You must create each region
one at a time. You also have to ensure that each region is a
fully-closed polygon (watch out for little tiny gaps!), and that
no node is a junction point for more than 2 polylines, and that
no node terminates only one polyline. You can create regions with
more than one polygon, as long as they don't have a common border
(otherwise you get junk!)
