Hey there,

I have the solution, the problem is with the line direction of the
polylines.  When you digitize polylines in MapInfo you can digitize
clockwise or counter clockwise.  Let's say that a polyline digitized
clockwise states that everything that is on the right is water and
everything on the left is land, and that for lines digitized counter
clockwise, that everything the right is land and everything on the left
is water.  The clockwise and counter clockwise line direction have
opposite associations of what defines the closed polyline, or if
converted to a region, the closed region.  You may ask what does the
polyline direction have to do with the region or polygon, well...  The
line direction defines what is to be classified as the regions filled
area, either: everything outside of what you really want to be the
polygon say a lake or the ocean, or everything inside the polygon...

All you need to do is use the change line direction MapBasic utility. 
It is available via the MapInfo-L shareware page, and is available as an
integrated feature in applications such as Discover by Encom
Technologies (http://www.encom.com.au/)
