I seem to get it any time I create a points file from an ASCII file of coords.
Create a mappable table, assign symbol type, then auto label (try an offset
of 2)
Everything looks great in the Map Layout (chose view actual size just to be
safe)
Plot the layout, labels are plotted ontop of points!
Go figure??
