I found a work around for auto labels moving.  Here it is.

Just before you are ready to plot, in your map window (in the zoom you
will print at) go change the offset of your labels to something
different, hit OK and wait for the redraw, then go back and change it to
what you want and wait for the redraw.  Do not do any zooming.  Then go
straight to your layout and print.
