Pretty simple really - it is just that MapInfo doesn't give you a choice of *.csv 
files in the open file window.

*       Use File _ Open Table  
*       select "Files of type:" as Delimited ASCII. 
*       Enter "*.csv" (without the ") in the box that has ".txt" in it and press enter 
and you 
        should be able to see a listing of      *.csv files. 
*       Once you have selected the correct file, it will open a window asking you to 
select 
        the identifier. Click the box next to "Other" which will nominate the 
delimiter as 
        a comma
*       tell it if it should use the top row as column names and press OK.

This should solve your problem.
