Hm, I do *not* think that the same-time translation of the original announcement is needed in general, because it means an extra step required for delivering security fix. But sooner translation can be desirable if, e.g., the message contains description of procedures which users have to perform to avoid the vulnerability, instead of the software upgrade. (Anyway this may be rather off-topic in this list.)
