The communiqué did not assert that, did it? They wrote that Russia does not
consider Hamas a terrorist organization. "Terrorism" is violence against
people that is committed by "our" enemies, or the enemies of "our" state. So
the camps have disjoint lists of terrorists around the world.
In plain language, however, it would be fruitless to argue that a stated
strategy of attacking children and their families is not terrorism. That
wasn't asserted AFAICT. I wouldn't call it "heroic," however, but "futile."
