The term 'terrorist' is fraught, and statements ments like, 'x is a terrorist organisation' are always problematic. Even groups like ISIS, which seems as likely as any to tidily fit a definition of 'terrorist' recruited people for all kinds of reasons that had nothing to do with method or ideology, but such mundane matters as, 'they got power connected to my village; the government never did'.
Hamas and PIJ have conducted some actions (eg suicide bombings in past upsurge of violence) but they are also clearly part of the Palestinian national resistance. Hamas currently (since the 2017 Charter at least) define themselves as a nationalist movement despite their obvious religious commitment. In the end, defining them as terrorists is not especially helpful. Other groups in the resistance, (PFLP, DFLP, AL Aqsa Martyrs Brigade etc) are working on the ground with Hamas and PIJ to confront the IDF. The PFLP (and probably others) have a policy of leaving their differences aside until they are in a position to have free elections in a free Palestine. That seems to me to be the right approach at the moment* and they seem the right people to judge that. Getting into defining group x or y as terrorists just seems to be playing into the game the West is playing.
