It is a stated Hamas policy, IIUC, unlike the US and Israeli who attack
civilians but deny that there is such a policy.

an Haaretz editorial emphasizing that the policy of attacking civilians is well
known, particularly to the Israeli governments who helped promote Hamas and
channeled funds to them. It's part of the argument that 10/7 was not a
surprise but a policy outcome.
