Tony can speak for himself but I don't read him as saying that is the only or even the main task. Instead he defines it, leading up to the midterms, as "defending voting rights" through mass action - " building independent working-class organizations that can defend democracy...both at work and in the streets, not just in courtrooms." That requires organizing for it, particiularly in the DSA and the unions. That's where the most foot soldiers can be found to "stand in defense lines around polling places until they close", in line with Charles' excellent proposal.
