I am assuming you are using PF, not OPF ...

1. You can model it with a gen with PG = 0, then QG will be solved to keep the 
bus voltage at the set point. Or you can model it as a reactive injection (in 
QD column of bus matrix). Or you can model it as a capacitor bank (BS column of 
bus matrix).

2. By default MATPOWER's power flow enforces the voltage set point at the 
expense of the Q limit.
