The idea behind the 3rd party installer was that everybody will have the same
version of tools on supported operating systems, whenever possible (this is at
the moment not true only for Mac OS X). It is also suggested that tools are
installed on a fresh installation to avoid any possible problems with different
libraries.
If we allow previous (or newer) versions of packages/libraries, the 3rd party
tools in current form will most probably fail to compile. Also, the QA for this
will become unmanageable - at the moment they compile without errors on 11 x 2
(x86 & x64) = 22 different freshly installed & updated Linux OSes and on MinGW
Win32. Ubuntu, which follows new versions quite zealously, was always the
source of most problems with compilation.
So, if rpms force to install, it *is* for a good reason.
