There are so many things wrong with this:

1.  As I mentioned before it -breaks- your linux install if you happen to be 
running CentOS/RHEL 6 instead of 5.
2.  It completely ignores any dependencies that might exist for packages that 
depend on the different versions of the packages you are force installing over.
3.  It completely ignores any security fixes that might be in place, leaving 
your system vulnerable.
4.  It makes it impossible to update your system also leaving it vulnerable.

This is an absolute disaster from a system administration standpoint.

As for ubuntu, this is a case of fitting a round peg into a square hole.  The 
design philosophy for ubuntu is all about having the latest and greatest.  If 
you're worried about changing software versions, this is not the distro for 
you.  Likewise Fedora is not the distro for you either.  CentOS/RHEL or another 
distro where the focus is on stability are much much better choices here.  
Alternatively if you have your heart set on ubuntu for whatever reason at least 
use ubuntu LTS.

The proper although time consuming solution is  to have a repository where 
prebuilt versions of the tools and necessary libraries live for a few different 
distros.  Granted I understand the maintenance of this is probably not feasible.

A more practical answer is to have a very limited subset of systems that are 
supported by the tool and to not force install the packages.  Again supporting 
normal ubuntu or fedora in this regard is absolute madness because the versions 
change every 6 months.  

Instead list the dependencies and 3rd party tool package versions and allow 
sysadmins to take care of this.
