Yes, a package can have maintainers assigned to it in OBS. They will come from the original person submitting the package and more can be added manually. See this package as an example: https://build.pub.meego.com/package/users?package=impuzzle&project=MeeGo%3A1.2%3AApps%3ATesting I've added Ferenc and Andrew as a maintainer for the impuzzle package.
