My 2c: It's a mailing list; it's a public space. In that context, public replies make perfect sense, and as the most common (90+%?) case, should be the easiest option. Replying to someone privately is more like pulling them aside at a party - it shouldn't be default.
(Having to do slightly more work to gossip about other people on the list seems ok to me too...) Anthony
