In NSW, I do know that as a rule, the requirement from the RTA is that when
fitting a later model motor into an earlier model vehicle, whatever
emissions equipment fitted in the original vehicle needs to be fitted to the
new vehicle.

However, whatever some engineers do to get around this is up to them, as
long as they certify it, thats all the RTA cares about.
